Former Air Canada Captain Charged in Alleged 17-Year Pilot Licence Fraud Investigation

Mississauga, Ontario: A former captain with Air Canada has been charged following a major fraud investigation after allegedly operating hundreds of commercial flights over nearly 17 years without holding the airline transport pilot licence required for captains of large commercial aircraft.

Geoffrey Wall, 59, of Barrie, Ontario, was arrested on June 1 as part of a Peel Regional Police investigation known as Project Icarus.

According to police, Wall began his aviation career in 1998 and was promoted to captain in 2009. Investigators allege that from that point onward he did not possess a valid Airline Transport Pilot Licence (ATPL), a mandatory certification for airline captains in Canada, and instead used fraudulent documents to maintain his position.

Police allege Wall submitted forged pilot licences to both Air Canada and Transport Canada and later attempted to conceal the alleged misconduct through a false report made to police.

Deputy Chief Nick Milinovich described the case as a serious breach of public trust.

“This is very similar to a doctor that is licensed to practice family medicine but is performing brain surgery,” Milinovich told reporters during a news conference announcing the charges.

Investigators say Wall captained more than 900 domestic and international flights between 2009 and 2025, transporting tens of thousands of passengers aboard Boeing 767, 777 and 787 aircraft. Police estimate he earned nearly $3 million in salary during that period.

Wall has been charged with fraud over $5,000, public mischief, two counts of uttering forged documents, and three counts of possession of a counterfeit mark.

The investigation began in January after Transport Canada identified irregularities in licensing documents presented during a routine operational evaluation conducted at Toronto Pearson International Airport.

Despite the allegations, Air Canada said passenger safety was not compromised. The airline noted that all pilots undergo extensive recurrent training every six months and annual flight evaluations conducted by certified Transport Canada examiners.

The airline stated that Wall held a valid commercial pilot licence and consistently demonstrated the required flying competency during training and evaluations. However, once the licensing issue was discovered, he was removed from active duty and reported to federal regulators.

Police acknowledged that Wall retired from the airline in 2025 before the investigation became public.

Following his retirement, Wall worked part-time at Georgian College, assisting students with military backgrounds transitioning to college life. The institution confirmed his employment but declined further comment because of the ongoing criminal proceedings.

Speaking on Parliament Hill, Canadian Transport Minister Steven MacKinnon said the federal government would review the case and determine whether improvements to oversight systems are necessary.

“The system that is designed to detect such occurrences worked,” MacKinnon said, adding that authorities would carefully examine the circumstances surrounding the case.

Meanwhile, Air Canada has completed an audit of its pilot workforce and reported finding no additional cases of licensing irregularities.

The charges against Wall have not yet been tested in court.
