A French appeals court has ruled in favour of extraditing former University of Manitoba law dean Jonathan Black-Branch to Canada, where he faces a fraud charge involving allegations of misusing hundreds of thousands of dollars in university funds.

The Versailles Court of Appeal has approved Canada’s extradition request, bringing Black-Branch one step closer to returning to Manitoba to face the legal proceedings. However, the court document does not specify when the transfer to Canada will take place.

Black-Branch was arrested in April 2026 in Neuilly-sur-Seine, a suburb near Paris, following the issuance of a Canada-wide arrest warrant charging him with fraud over $5,000.

He appeared before a French court last month to challenge Canada’s extradition request, but the latest ruling has gone against his efforts to remain in France.

The case stems from an internal investigation by the University of Manitoba, which alleged that Black-Branch misused and improperly managed more than $600,000 in university funds for personal expenses.

According to the university’s investigation, the money was allegedly spent on personal bills, expensive meals at a private members-only club and educational expenses at Ivy League institutions.

The allegations led to serious professional and legal consequences for the former academic, who was disbarred by the Law Society of Manitoba in 2024 following its investigation into his conduct.

After the law society’s decision, the University of Manitoba requested a police investigation in Winnipeg. The university also launched a civil lawsuit against Black-Branch, accusing him of violating the terms of his employment agreement.

In May 2025, the Manitoba Court of King’s Bench ordered him to repay more than $682,000 to the university, along with interest.

The university has maintained that it is pursuing all available legal options to recover the money.

Black-Branch was appointed dean of the University of Manitoba’s Faculty of Law in 2016. However, he unexpectedly left the position in 2020 and subsequently moved to Europe.

Court documents connected to the university’s civil lawsuit indicated that he was believed to be living in Switzerland before his arrest in France.

His arrest followed the issuance of a Canada-wide warrant for fraud over $5,000, allowing Canadian authorities to pursue his return through international extradition procedures.

The latest French court decision represents a significant development in the case, although the extradition ruling does not determine his guilt or innocence. Black-Branch will face the Canadian legal process if and when he is transferred back to Manitoba.

The case has drawn attention to questions of financial accountability, institutional oversight and professional responsibility within Canada’s academic and legal communities.

The University of Manitoba is continuing its efforts to recover the funds identified in its investigation, while the criminal proceedings against its former law dean remain an important next step in the case.
