U.S. Delegation Walks Out of UN Security Council Meeting After France Criticizes American Human Rights Record

The United States delegation staged a walkout during a United Nations Security Council meeting after France sharply criticized the Trump administration’s human rights record, highlighting growing diplomatic tensions between two of Washington’s closest allies.

The incident took place during a Security Council session focused on Ukraine, when U.S. diplomats left the chamber as France delivered its remarks. The unusual move came just days after the United States opposed the reappointment of United Nations High Commissioner for Human Rights Volker Türk for a second four-year term, a nomination that received overwhelming support from the UN General Assembly, including backing from France.

The diplomatic dispute intensified after France’s UN Mission in Geneva publicly criticized Washington’s decision to vote against Türk’s reappointment. France argued that the United States had become increasingly isolated on human rights issues, pointing to the General Assembly vote in which 144 countries supported Türk while only a small number opposed his continuation in office.

The social media statement from the French mission drew a strong response from U.S. officials, who rejected the criticism and defended America’s record on democracy and human rights. U.S. Ambassador to the United Nations Mike Waltz accused France of supporting international officials who, in Washington’s view, unfairly criticize democratic nations while failing to adequately confront authoritarian governments.

Following the walkout, Deputy U.S. Ambassador Dan Negrea delivered a forceful statement accusing France of attempting to lecture other nations on human rights while engaging in what he described as political grandstanding. He said the United States had historically stood alongside France during times of conflict and had shown respect for the long-standing partnership between the two countries, but argued that France’s recent rhetoric had crossed an unacceptable line.

Negrea maintained that the United States continues to represent freedom and liberty around the world and said Washington would not remain in the chamber while what it viewed as politically motivated criticism was being delivered.

The disagreement reflects broader strains in relations between President Donald Trump and French President Emmanuel Macron. While the United States and France remain important NATO allies, they have increasingly differed on several international issues, including European defence, NATO’s future direction, military deployments in Europe, Greenland, and approaches to conflicts in the Middle East.

President Trump has also voiced frustration that European allies were not sufficiently involved during the recent conflict involving Iran, while President Macron has continued advocating for stronger European defence capabilities and greater strategic independence for the continent.

At the centre of the latest dispute is Volker Türk, whose position as the United Nations’ top human rights official requires him to publicly address alleged human rights violations by governments around the world. During his tenure, Türk has criticized Russia’s invasion of Ukraine, raised concerns about Israel’s military operations in Gaza, and expressed criticism of aspects of U.S. immigration policies, including issues related to racial profiling and immigration enforcement.

The United States has argued that Türk has disproportionately focused criticism on democratic nations while not applying equal scrutiny to authoritarian governments, a position that contributed to Washington’s decision to oppose his second term.

Despite the diplomatic confrontation, France chose not to escalate tensions during the Security Council meeting. French Ambassador Jérôme Bonnafont did not directly address the American walkout when given an opportunity to speak at the conclusion of the session.

Instead, Bonnafont highlighted the long-standing historical relationship between France and the United States, noting France’s support during America’s struggle for independence and its participation in celebrations marking the 250th anniversary of U.S. independence.

He reaffirmed France’s commitment to the principles on which the United Nations was founded, including international peace, security, development and the protection of human rights. Bonnafont said France would continue working within the UN framework to strengthen the institution’s independence and its ability to uphold the UN Charter.

The incident underscores growing divisions between Washington and several European allies on issues ranging from international law and human rights to global security and multilateral diplomacy. While cooperation between the United States and France continues on many strategic matters, the public exchange at the United Nations illustrates the increasingly sharp disagreements that have emerged on key foreign policy issues.

Diplomatic observers say the confrontation could further complicate transatlantic relations at a time when the United Nations continues to address major global challenges, including the war in Ukraine, conflicts in the Middle East and broader international security concerns.
