The Government of Canada has officially appointed Annette Ryan as the new Parliamentary Budget Officer, a key independent role responsible for providing non-partisan analysis of federal finances and economic trends.
Prime Minister Mark Carney welcomed the appointment on April 22, 2026, confirming that it has been approved by both the House of Commons and the Senate and is effective immediately.
Annette Ryan brings more than three decades of experience in economic analysis, taxation, fiscal policy, and public finance. Throughout her career, she has held senior leadership positions in multiple federal and provincial departments, including roles within the Government of Canada and the Government of Prince Edward Island.
Most recently, Ryan served at the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC), where she held the position of Deputy Director for Partnerships, Policy and Analysis, as well as Chief Financial Officer. Her background includes extensive work in financial oversight, policy development, and government accountability frameworks.
As Parliamentary Budget Officer, Ryan will be responsible for providing Parliament with independent and objective analysis related to government spending, budget estimates, and broader economic conditions. The role is intended to strengthen transparency and support informed decision-making among parliamentarians.
Prime Minister Carney thanked the outgoing interim Parliamentary Budget Officer, Jason Jacques, for his service and contributions during the transition period. He acknowledged his role in supporting parliamentary oversight and fiscal decision-making.
In an official statement, Carney emphasized the importance of independent financial analysis in maintaining accountability within government operations. He noted that strong public finances depend on rigorous oversight and that Ryan’s experience will support parliamentarians in evaluating economic policy and government expenditures.
The Parliamentary Budget Officer is an independent officer of Parliament appointed under the Parliament of Canada Act for a term of up to seven years. The position was established in 2006 to enhance parliamentary scrutiny of public finances and government spending.
Appointments to such roles are made through a competitive, competency-based selection process. Candidates undergo a detailed evaluation to ensure they meet strict standards of professionalism, expertise, and integrity.
With her appointment, Annette Ryan is expected to play a central role in strengthening financial transparency and supporting evidence-based debate within Canada’s Parliament.
