Canada is negotiating with the European Union to become a full participant in Erasmus+, a major student scholarship and exchange programme that could give Canadian students greater opportunities to study in Europe while strengthening academic, scientific and economic ties between the two sides.

Canada already takes part in the programme, but full participation would provide Canadian students with broader access to grants and scholarships to pursue studies at universities and institutions across EU member states. The proposed arrangement could also encourage research partnerships, academic exchanges and closer cooperation in technology and innovation.

For students such as Riley Alliman, a first-year biopharmaceutical science student at the University of Ottawa, the possibility of studying in Europe represents an opportunity to expand both academic knowledge and professional prospects.

Alliman, who hopes to become a medical researcher, believes studying in an EU country would expose her to different scientific approaches and help her build international connections.

She said working alongside researchers in Europe could broaden her understanding of how other countries address complex medical challenges, including diseases such as Parkinson’s.

Canadian officials and education leaders hope that interest from students like Alliman will help strengthen participation in Erasmus+ as negotiations continue.

Larissa Bezo, president and chief executive of the Canadian Bureau for International Education, said international study experiences can influence students’ future careers while helping Canada develop its skilled workforce.

She emphasized that stronger educational connections with Europe could support research, innovation and long-term economic growth.

Beyond academic opportunities, supporters see Erasmus+ as a way to build stronger relationships between Canadian and European citizens.

Jeremy Kinsman, a former Canadian ambassador to the European Union, said international exchanges help people develop trust and a shared sense of purpose through practical cooperation.

He argued that when individuals from different countries work together, they are more likely to see one another as partners rather than strangers.

Kinsman also highlighted the broader importance of cooperation at a time when democratic principles, the rule of law and international institutions face growing challenges.

He said Canada and Europe share a commitment to international cooperation that has been an important part of Canada’s foreign policy since the Second World War. In his view, countries are better positioned to address global challenges when they work together rather than acting independently.

However, the proposed expansion of Canada’s involvement in Erasmus+ also raises questions about financial commitments. Canadian and European officials must determine how much Ottawa would be required to contribute to secure full participation in the programme.

The negotiations are taking place as Canada and the European Union explore broader opportunities to deepen their relationship, including the possibility of an associate membership arrangement for Canada.

Full participation in Erasmus+ could become another important step in strengthening transatlantic relations, giving Canadian students access to international educational opportunities while creating new partnerships in research, technology and industry.
