Canada, Finland deepen ties on defence, Arctic and technology in new joint statement

Mark Carney and Alexander Stubb have unveiled a wide-ranging joint statement aimed at strengthening relations between Canada and Finland amid growing global uncertainty and shifting geopolitical dynamics.

Meeting in Ottawa, both leaders emphasized the importance of balancing strategic independence with deeper cooperation to safeguard shared economic and security interests. They highlighted a commitment to values-based collaboration, noting that global challenges increasingly require coordinated international responses beyond traditional alliances.

A major focus of the agreement is Arctic and maritime cooperation. As northern nations, Canada and Finland pledged to expand research partnerships, improve maritime safety and enhance polar capabilities. Plans include joint academic programs and closer collaboration in shipbuilding and ice-capable technologies to support sustainable development and secure navigation in Arctic waters.

Defence and security cooperation also feature prominently. As NATO allies, both countries committed to improving interoperability, sharing intelligence and strengthening resilience against hybrid threats. Negotiations are underway for a new security of information agreement that will further deepen defence ties and open doors for industry collaboration. Both nations also reaffirmed continued support for Ukraine in the face of ongoing conflict.

In the technology sector, the leaders outlined ambitions to collaborate on artificial intelligence, high-performance computing and quantum innovation. They stressed the importance of building sovereign technology capabilities and reducing dependence on external systems. Joint efforts will also support startups and small businesses while encouraging investment in emerging digital infrastructure.

The partnership extends to critical minerals and clean energy, where both countries see opportunities to align research and strengthen supply chains essential for future technologies. Expanding trade and investment under existing agreements was also highlighted as a key priority to drive economic growth.

The joint statement signals a forward-looking relationship focused on innovation, security and sustainability. Both leaders agreed to continue close coordination as they work to advance shared goals in an increasingly complex global environment.
