2. Argentina (1938)

Argentina withdrew from the 1938 World Cup after France was selected as host. South American nations had expected hosting duties to rotate between continents.

Disappointed by the decision, Argentina boycotted the tournament, joined by regional tensions and dissatisfaction within the football community.


3. India (1950)

India qualified for the 1950 World Cup in Brazil but ultimately withdrew.

While a popular myth claims the team was banned for playing barefoot, the real reasons were more practical: financial limitations, travel challenges, and a lack of priority given to the tournament at the time.


4. Scotland (1950)

Scotland earned qualification but chose not to participate due to a strict condition set by the Scottish Football Association. They had pledged to attend only if they won the British Home Championship.

After finishing second, Scotland honored that commitment and withdrew.


5. Turkey (1950)

Turkey also qualified for the 1950 tournament but pulled out due to financial constraints.

The cost of traveling across the Atlantic to Brazil proved too high, forcing the team to abandon their World Cup campaign.
