Peter Dalglish and Jacques Lamarre Removed from Order of Canada

Peter Dalglish, founder of Street Kids International, was appointed as a member of the Order of Canada in 2016 in recognition of his humanitarian work.

Dalglish was convicted in Nepal in 2019 of sexually abusing two boys aged 11 and 14. He was sentenced to prison terms of nine years and seven years, to be served concurrently.

At the time, Dalglish denied wrongdoing and argued that the investigation and trial were flawed.

Jacques Lamarre Loses Honour After Corruption Ruling

Jacques Lamarre, who served as president and chief executive of SNC-Lavalin, was appointed an officer of the Order of Canada in 2005.

Lamarre was removed after Quebec’s engineering regulator found him guilty of corruption linked to payments made during his leadership of the company between 2001 and 2009.

The disciplinary ruling cited improper financial benefits used to secure contracts in Libya, including approximately $2 million paid to members of the family of former Libyan ruler Muammar Gaddafi.

In January 2026, the regulator revoked Lamarre’s engineering licence and imposed a $75,000 fine.

Resignation and Appeal

Lamarre had retired from engineering and announced in August 2025 that he was voluntarily resigning from the Order of Canada. He criticized the disciplinary decision as unfair and unreasonable.

SNC-Lavalin has since rebranded as AtkinsRéalis.

Order of Canada Revocation Process

The Order of Canada is awarded to individuals who have made extraordinary contributions to the nation. Honours can be revoked when recipients are found to have engaged in conduct considered incompatible with the integrity of the award.

The decision to terminate Dalglish’s and Lamarre’s appointments was signed by Governor General Mary Simon on April 15, 2026.

The move underscores the principle that recipients of Canada’s highest civilian honour are expected to uphold the highest standards of conduct and public trust.
