Two former managers of a Tennessee waste processing facility have pleaded guilty in federal court after admitting to bypassing treatment systems and illegally discharging untreated industrial waste into the Nashville sewer system.

The case involves employees of Allwaste Onsite LLC, operating as Onsite Environmental, a waste pretreatment facility regulated under federal environmental law.

Illegal Discharges Into Municipal Sewer System

According to court filings, the defendants conspired to:

  • Bypass required waste pretreatment systems
  • Discharge untreated industrial waste into city sewers
  • Tamper with monitoring equipment installed by regulators
  • Conceal violations from environmental authorities

The misconduct occurred between late 2022 and early 2023, according to prosecutors.

Monitoring Equipment Tampering Allegations

Investigators say the defendants interfered with a sampling system installed by Nashville’s water authority to measure compliance with discharge permits.

The system, intended to monitor industrial waste levels, was allegedly manipulated by redirecting sampling hoses away from contaminated output and into clean water sources, preventing accurate detection.

Environmental and Infrastructure Impact

Authorities said the illegal discharges damaged municipal infrastructure and increased maintenance costs for the city.

Reported impacts include:

  • Sewer system damage and clogging
  • Increased maintenance and repair expenses
  • Risk to wastewater treatment operations
  • Potential public health hazards

Officials emphasized that municipal sewer systems are designed for domestic waste, not untreated industrial byproducts.

Legal Violations Under Clean Water Act

The defendants pleaded guilty to conspiracy and violations of the U.S. Clean Water Act pretreatment rules.

Under the law, industrial facilities must treat wastewater before releasing it into public sewer systems to prevent environmental harm.

Federal Agencies Lead Investigation

The investigation was conducted by:

  • U.S. Environmental Protection Agency (EPA) Criminal Investigation Division
  • EPA Office of Inspector General
  • Metropolitan Government of Nashville and Davidson County

Prosecutors from the U.S. Department of Justice Environment and Natural Resources Division handled the case.

Sentencing and Penalties

Both former managers face:

  • Up to 5 years in federal prison
  • Fines of up to $250,000 per defendant
  • Additional sentencing hearings scheduled later this year

The company itself previously paid a separate $512,000 fine related to earlier violations.

Broader Enforcement Message

Federal officials said the case reflects a strict enforcement approach toward environmental crimes involving:

  • Industrial pollution concealment
  • Tampering with regulatory systems
  • Violations of wastewater discharge permits
  • Threats to public infrastructure

Authorities stressed that intentional environmental violations that endanger public systems will be prosecuted as criminal offenses.

Continuing Oversight of Industrial Waste Facilities

The Clean Water Act’s pretreatment program requires industries to reduce harmful pollutants before discharging wastewater into municipal systems.

Regulators said cases like this highlight the importance of:

  • Continuous monitoring systems
  • Enforcement against tampering
  • Coordination between federal and local agencies
  • Protecting municipal infrastructure from industrial damage

Officials confirmed that further inspections and compliance reviews are ongoing in similar facilities.
