SAN DIEGO, California: At least 16 people have been rescued from the Pacific Ocean off Mexico’s Baja California coast after being found floating in the water without a boat, as U.S. and Mexican authorities continue searching for potentially missing passengers.

The rescue operation began in the early hours of Friday, October 16, after the U.S. Coast Guard received a report of a vessel in distress at approximately 1 a.m. local time.

According to Coast Guard officials, the survivors were located about 225 kilometres west of Ensenada, Mexico. However, rescuers found no vessel in the surrounding waters, leaving investigators uncertain about what happened and how the individuals ended up in the ocean.

Petty Officer Chris Sappey said the responding crews encountered people floating in the water but could not locate a boat at the scene.

One of the rescued individuals reportedly told authorities that as many as 27 people had been aboard a vessel, raising concerns that additional passengers could be missing.

Officials have not confirmed the total number of people who were originally on board or established how many may still require assistance.

The rescued individuals were being transported to hospitals in San Diego for medical evaluation and treatment. Authorities have not released detailed information about their conditions or identities.

The U.S. Coast Guard is supporting Mexican authorities in the search operation, deploying a helicopter, a fixed-wing aircraft and a Coast Guard cutter to help locate anyone who may remain missing.

The circumstances surrounding the incident remain unclear. Officials have not confirmed whether the vessel capsized, suffered mechanical problems or encountered other difficulties before its passengers entered the water.

The location of the rescue has raised concerns about the possibility of another maritime incident involving people attempting to travel from Mexico toward the United States.

The waters off Baja California have been used by smugglers transporting migrants by sea, with small boats sometimes departing under cover of darkness to avoid detection along heavily monitored land borders.

These vessels, commonly known as pangas, can travel considerable distances along the Pacific coast. However, overcrowding, changing weather conditions and the challenges of navigating open water can make such journeys extremely dangerous.

Previous incidents have demonstrated the potentially fatal consequences of these crossings.

In May 2025, at least three people died when a small boat carrying migrants capsized off the California coast, approximately 56 kilometres north of the U.S.-Mexico border.

Another deadly incident occurred in 2023, when two boats carrying migrants approached a San Diego beach in heavy fog. One vessel overturned in the surf, killing eight people in one of the deadliest maritime smuggling incidents recorded in the area.

In a separate case, a San Diego man was sentenced to 18 years in prison in 2022 after piloting an overloaded vessel carrying 32 migrants that broke apart in powerful surf. Three people died and more than two dozen others were injured.

The latest rescue highlights the continuing risks faced by people who undertake dangerous sea journeys in search of opportunities or to reach family members across the border.

For rescue crews, the immediate priority remains locating anyone who may still be missing and determining what happened to the vessel reportedly carrying the group.

Authorities have not confirmed whether the incident involved human smuggling or established the nationalities and immigration status of those rescued.

The search was continuing as officials worked to establish the full circumstances of the emergency and account for everyone who may have been aboard the boat.
