U.S. federal authorities have arrested Alex Nain Saab Morán, a Colombian businessman and former Venezuelan minister linked to the Maduro government, on charges of conspiracy to launder money through international food and oil contracts.

The arrest was carried out by the Homeland Security Task Force and announced on Monday, May 18, 2026, following the unsealing of an indictment in the Southern District of Florida.

Alleged Scheme Involving Food Aid Contracts

According to U.S. prosecutors, Saab played a central role in a large-scale corruption scheme involving Venezuela’s public food distribution system, the CLAP program.

Authorities allege that Saab and co-conspirators:

  • Bribed Venezuelan officials to secure food import contracts
  • Used shell companies to manipulate supply chains
  • Falsified shipping and import documentation
  • Diverted funds intended for food aid programs

The CLAP initiative was originally designed to provide subsidized food to vulnerable Venezuelan citizens.

Alleged Use of Oil Sales and U.S. Financial System

Prosecutors also claim the conspiracy expanded into Venezuela’s oil sector through state-controlled assets linked to PDVSA.

Authorities allege that:

  • Billions in oil-related transactions were misused
  • Fraudulent sales routes were created under false documentation
  • Proceeds were transferred through U.S. banking channels
  • Funds were used to conceal and expand the alleged scheme

U.S. officials say the financial system was used to move and disguise illicit proceeds tied to both food imports and oil exports.

Multi-Agency Federal Investigation

The case is being prosecuted by the U.S. Department of Justice with support from:

  • Drug Enforcement Administration (DEA)
  • Federal Bureau of Investigation (FBI)
  • Homeland Security Investigations (HSI)
  • Homeland Security Task Force (HSTF) Miami

Officials described the investigation as a coordinated effort targeting transnational corruption and money laundering networks.

Charges and Legal Exposure

Saab is charged with conspiracy to launder monetary instruments. If convicted, he faces up to 20 years in federal prison.

Prosecutors allege the scheme operated through:

  • Bribery networks inside Venezuela
  • Complex offshore financial structures
  • Fraudulent trade documentation
  • Cross-border banking transactions

Authorities say the investigation is ongoing and additional arrests or charges are possible.

U.S. Officials Frame Case as Anti-Corruption Enforcement

Justice Department officials said the case reflects an effort to protect the U.S. financial system from exploitation by foreign criminal networks.

They argued that funds allegedly stolen from public welfare programs were diverted for personal enrichment and international laundering.

Officials also emphasized that an indictment is an allegation and Saab is presumed innocent unless proven guilty in court.

Broader Significance of the Case

The arrest underscores increasing U.S. enforcement actions targeting:

  • Foreign political corruption networks
  • State-linked oil revenue laundering
  • Misuse of humanitarian aid programs
  • Cross-border financial crime structures

Authorities say the case is part of a broader strategy to dismantle transnational financial crime networks linked to sanctioned regimes and organized corruption systems.
