Alberta Plans New Incentive Program to Boost Critical Minerals Sector

Alberta announces plans for a new critical minerals incentive program launching in 2027, aimed at attracting investment, supporting lithium development and strengthening energy security.

Alberta’s government is preparing to launch a new incentive program aimed at accelerating growth in the province’s critical minerals sector, positioning Alberta as a key player in North America’s energy security and mineral supply chains.

The announcement was made by Energy and Minerals Minister Brian Jean during the PDAC 2026 session titled “Powering the Future: SMRs, Critical Minerals, and Energy Security” on March 2, 2026.

The program, targeted for launch in 2027, forms a central pillar of Alberta’s Minerals Strategy and Action Plan, which aims to unlock the province’s mineral potential, create jobs and attract billions of dollars in new investment.


Strengthening Energy Security and Supply Chains

Global demand for critical minerals continues to surge, driven by clean energy technologies, advanced manufacturing and defence needs. Alberta’s government says expanding mineral exploration and processing capacity is essential to strengthening both provincial and national economic resilience.

Officials highlight that the sector could generate thousands of high-paying jobs while helping Canada secure reliable, domestically sourced critical mineral supplies.


Alberta’s Untapped Lithium Potential

Alberta holds a largely untapped mineral resource base, with lithium emerging as one of the province’s most promising opportunities.

Unlike traditional hard-rock mining, lithium in Alberta can be extracted from brine found in legacy oil and gas wells. According to the Alberta Geological Survey, recent estimates suggest the province holds one of the world’s largest in-place lithium resources.

Beyond lithium, Alberta’s mineral portfolio includes:

  • Iron
  • Vanadium
  • Rare earth elements
  • Petroleum coke used in synthetic graphite production
  • Uranium

Many of these resources appear on Canada’s official critical minerals list, underscoring Alberta’s strategic importance in the sector.


Proposed Incentives Under Consideration

To attract investment, the province is exploring several policy tools, including:

  • Non-refundable mineral processing tax credits
  • Expanded access to appropriate Crown land for development
  • A potential flow-through share tax credit, allowing corporations to deduct a portion of exploration and development expenses

These measures are intended to encourage both early-stage exploration and downstream processing, ensuring Alberta not only extracts minerals but also refines and adds value within the province.


Regional Collaboration Across Western Canada

The new incentive program also aligns with Alberta’s commitments under a recently signed memorandum of understanding with British Columbia, Saskatchewan, Manitoba, Yukon, Northwest Territories and Nunavut.

The Western Canadian Critical Minerals Strategy seeks to position the region as a global leader in responsibly sourced mineral production and exports.

Industry representatives have welcomed the direction, noting that expanding exploration and refining capacity in Alberta could strengthen Canada’s overall economic competitiveness.


Looking Ahead to 2027

With the incentive program expected to launch in 2027, Alberta’s government says it is focused on building a competitive framework that balances economic opportunity with responsible development.

If implemented as planned, the initiative could mark a significant step toward establishing Alberta as a major North American hub for critical mineral processing and innovation.
