Canada and Nova Scotia Sign New Agreement to Speed Up Major Projects

Mark Carney and Tim Houston have announced a new agreement between Canada and Nova Scotia aimed at accelerating approval and construction of major infrastructure projects while maintaining environmental oversight.

The announcement was made in Halifax as both governments introduced a new cooperation framework for environmental and impact assessments.

The agreement introduces a one project one review model, designed to reduce repeated federal and provincial approval processes that often delay large scale developments.

Under the new system, both levels of government will coordinate assessments through either a provincial led review or a combined federal provincial process depending on the nature of each project.

Officials say the new model is intended to shorten timelines while preserving environmental protections and respecting Indigenous rights during project planning and approval.

The agreement is expected to support faster movement on critical infrastructure including power generation facilities and expanded electricity transmission systems across Nova Scotia.

Federal officials believe this approach will help strengthen the Atlantic economy by making the region more attractive for large investment opportunities linked to energy and industrial development.

The new framework also supports wider national goals of building stronger domestic infrastructure while reducing exposure to international economic uncertainty.

Prime Minister Mark Carney said the agreement reflects a broader federal effort to reduce administrative barriers and move major construction projects forward more quickly across Canada.

Nova Scotia officials say the province is positioned to respond to rising international demand for reliable energy and mineral resources, especially as global markets seek stable long term suppliers.

Premier Tim Houston said the agreement creates conditions for faster economic growth while improving competitiveness in emerging energy sectors.

Federal ministers involved in the agreement also described the move as part of a wider national strategy to modernize approval systems and improve certainty for investors.

The agreement becomes the fifth such arrangement signed by Canada with a province, following earlier cooperation deals with Prince Edward Island, Ontario, New Brunswick and British Columbia.

Officials confirmed similar discussions are continuing with Manitoba and Alberta.

Nova Scotia’s environment leadership says the agreement is also intended to help advance clean energy development while supporting long term greenhouse gas reduction targets and the province’s net zero plans for 2050.

Both governments say the agreement signals a shift toward faster execution of strategic national projects while preserving regulatory accountability.
